Analisis Penyebab Dampak Lingkungan Akibat Fast Fashion di Gurun Atacama, Chile dalam Perspektif Ekonomi Lingkungan

Fast fashion telah menjadi representasi kemajuan ekonomi global sekaligus penyumbang signifikan terhadap krisis lingkungan. Salah satu dampak nyata dari siklus model bisnis ini adalah penumpukan limbah tekstil di Gurun Atacama Chile, wilayah yang kini menjadi tempat illegal berakhirnya produk fast fashion dari berbagai belahan dunia. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif untuk mengumpulkan data dari berbagai dokumen seperti karya ilmiah terpercaya dan relevan dengan topik penelitian. Penelitian ini bertujuan untuk mengetahui penyebab dari dampak lingkungan yang terjadi di Gurun Atacama akibat dari masuknya fast fashion ke Chile sebagai tempat pembuangan pakaian-pakaian yang menjadi limbah akhir dari industri fast fashion dengan menggunakan teori Ekonomi Lingkungan melalui pendekatan eksternalitas, pembangunan ekonomi, dan globalisasi. Penelitian ini menemukan bahwa akumulasi berakhirnya produk fast fashion di Gurun Atacama tidak lepas dari biaya eksternal yang tidak diakumulasi oleh industri fast fashion dalam perhitungannya, prinsip kebebasan impor (liberalisasi perdagangan) melalui beroperasinya kawasan bebas pajak Zona Franca de Iquique yang mendorong arus masuk tekstil ke wilayah Chile dan didukung oleh arus globalisasi yang berpotensi memperluas kerja sama lintas batas. Meskipun kawasan ini berkontribusi terhadap pembangunan ekonomi nasional, dampak lingkungan dan sosialnya justru ditanggung oleh masyarakat lokal yang tidak memiliki kuasa terhadap mekanisme ekonomi industri fast fashion. Oleh karena itu, penelitian ini menekankan pentingnya perumusan kebijakan yang lebih adil dan berkelanjutan, tidak hanya berorientasi pada keuntungan dan pembangunan ekonomi, tetapi juga pada keadilan lingkungan.

Abstract
The fast fashion has become a symbol of global economic progress while also being a major contributor to the environmental crisis. One of the most visible consequences of this business model is the accumulation of textile waste in Chile’s Atacama Desert, a region that has now become an illegal dumping ground for fast fashion products from various parts of the world. This study employs a qualitative research method with a descriptive approach to collect data from various sources, including credible and relevant scholarly literature related to the research topic. This study aims to explore the underlying causes of the environmental impact occurring in the Atacama Desert due to the influx of fast fashion waste into Chile, using Environmental Economics theory through the lens of externalities, economic development, and globalization. The research finds the accumulation of fast fashion waste in the Atacama Desert is closely linked to unaccounted external costs that the fast fashion industry fails to incorporate, the principle of import liberalization—enabled by the operation of the tax-free trade zone Zona Franca de Iquique —which facilitates the inflow of textiles into Chile, and the momentum of globalization that fosters cross-border cooperation. Although this zone contributes to national economic development, its environmental and social costs are disproportionately borne by local communities who have little power over the economic mechanisms of the fast fashion industry. Therefore, this study highlights the urgent need for more equitable and sustainable policy making, one that goes beyond profit and economic growth to prioritize environmental justice.
