Keberlangsungan Kerjasama Sister City Desa Mas Ubud dengan Pemerintah Misato Town Tahun 2019-2023

Penelitian ini membahas tentang keberlangsungan kerjasama sister city antara Desa Mas dengan Pemerintah Misato Town setelah penetapan MoU Kedua pada tahun 2019-2023. Penelitian ini bersifat penelitian kualitatif dengan menggunakan teknik wawancara dan observasi sebagai teknik pengumpulan data. Keberlangsungan kerjasama sister city antara Desa Mas dengan Pemerintah Misato Town setelah penetapan MoU Kedua dalam 5 (lima) bidang kerjasama berjalan dengan cukup baik. Proses pembentukan kerjasama setelah penetapan MoU Kedua ditinjau dari konsep sister city dan berpedoman pada regulasi yang mengatur mengenai sister city di Indonesia. Alasan kerjasama dilandasi oleh komunikasi keduanya yang terjalin dengan baik, peningkatan bidang kebudayaan, dan peningkatan bidang ketenagakerjaan. Kerjasama yang terjalin pada bidang pendidikan dilakukan dalam bentuk pendidikan non-formal,dalam bidang kebudayaan dilakukan program pertukaran dan pengenalan budaya, dalam bidang ekonomi memanfaatkan sektor pariwisata di masing-masing daerah, dalam bidang industri memanfaatkan industri kerajinan kayu yang ada di Desa Mas, kemudian dalam bidang yang terakhir, yaitu ketenagakerjaan dilakukan pengiriman tenaga kerja yang sebagian besar dilakukan oleh Desa Mas ke Misato Town. Adapun kendala yang dihadapi, yaitu keterbatasan SDM, anggaran biaya, dan kurangnya koordinasi aktif dengan pemerintah daerah.

Abstract

This study discusses the continuity of sister city cooperation between the village of Mas and the government of Misato Town after the establishment of the Second MoU in the years 2019–2023. This research is qualitative, using interview and observation techniques as data collection techniques. According to the data gathered, things are going quite well with the sister city relationship between the village of Mas and the government of Misato Town following the signing of the Second Memorandum of Understanding (MoU) in five areas of collaboration. The process of forming cooperation after the establishment of the Second MoU was reviewed based on the concept of a sister city and guided by the regulations governing sister cities in Indonesia. Reasons for cooperation are based on both well-connected communication, improved cultural fields, and improved employment fields. The cooperation in the field of education is carried out in the form of non-formal education; in the area of culture, exchange programs and cultural introduction; in the economic use of the tourism sector in the respective regions; in the industrial use of the woodworking industry that exists in the village of Mas; and in the last area, that is, employment, the shipping of labor is done mostly by the village of Mas to Misato Town. The obstacles faced are the limits of human resources, cost budget and the lack of active coordination with local government.
