Abstract

This study examines how military power asymmetry between Iran and the United States does not automatically translate into strategic dominance for the stronger actor. Focusing on the Middle East—Iraq, Syria, the Persian Gulf, and the Strait of Hormuz during the 2019–2024 period—this research analyzes Iran’s asymmetric deterrence strategy through a qualitative comparative case study approach. The analysis centers on the interaction of three core asymmetric instruments: ballistic missiles and drones, proxy networks, and gray zone operations, for generating strategic pressure against the United States. The findings shows that the effectiveness of Iran’s deterrence lies not in any single capability, but in cross-domain integration that produces cumulative strategic pressure. This mechanism operates primarily through deterrence by punishment, in which Iran systematically engages in cost imposition strategies that generate recurring and distributed military, economic, and operational burdens on its adversary, thereby sustaining deterrent effects despite significant conventional capability gaps. These findings contribute to the deterrence literature by demonstrating that, under conditions of power asymmetry, deterrence effectiveness depends less on conventional military superiority and more on the capacity to orchestrate asymmetric instruments in a mutually reinforcing manner.
