ANALISIS KENDALA PROGRAM REVITALISASI BAHASA DAERAH DAN INOVASI DIGITAL PELESTARIAN BAHASA BALI

Abstract

Regional Language Revitalization (RBD) is a systematic effort to maintain the sustainability of mother tongues amidst the threat of extinction due to globalization and shifting communicative domains. This research aims to analyze the constraints of implementing the RBD program conducted by Balai Bahasa Provinsi Bali and to evaluate the role of digital innovation through the Parasali application in supporting the preservation of Balinese language, script, and literature among the younger generation. Using a qualitative descriptive approach, this study integrates data from the 2025 language protection team final reports, interviews with program coordinators, and participatory observations at the Festival Tunas Bahasa Ibu. The results indicate that primary constraints include policy priority differentiation between agencies, limited standardized references for the Bali Aga dialect, heterogeneity in the pedagogical skills of master teachers, and a self-confidence crisis among Generation Z in active regional language use. However, digital innovation through the Parasali platform demonstrates significant potential as an adaptive techno-pedagogical learning medium, although its effectiveness is still limited by digital infrastructure gaps and technological literacy. This study concludes that strengthening collaborative synergy among stakeholders and optimizing community-based technology are key to the sustainable transmission of the Balinese language in the digital era.
