IMPLIKASI KEBIJAKAN PEMERINTAH DAERAH DALAM UPAYA REVITALISASI BAHASA DAERAH DI MALUKU: STATUS DAN IMPLEMENTASI

Abstract

Maluku Province has a high level of linguistic diversity, with 62 regional languages. These regional languages function not only as means of communication but also as markers of cultural identity for local communities. However, the development of the digital era, marked by the dominance of national and foreign languages, along with the declining intergenerational interest in regional languages, has caused some regional languages in Maluku to experience decline and even extinction. This condition positions local government policy as a strategic instrument in efforts to revitalize regional languages, particularly through the education sector. This study aims to analyze the implications of local government policies in the revitalization of regional languages in Maluku by focusing on two main aspects: the vitality status of regional languages and the implementation of policies in educational institutions. The research employs a mixed-methods approach with a descriptive design. Qualitative data were obtained through analysis of policy documents, regional regulations, and relevant literature on language revitalization. Quantitative data were collected through the calculation of percentages of regional language vitality status and surveys on the implementation of regional language instruction in schools across 11 regencies/cities in Maluku Province. The findings indicate that the vitality status of regional languages in Maluku varies widely, ranging from safe to extinct categories. Although local governments have established several policies and regulations, the implementation of regional language revitalization in the education sector has not been evenly distributed. Of the 11 regencies/cities, only four have formally implemented regional language instruction in schools. These disparities indicate that policy implications have not yet been optimal, influenced by limitations in technical regulations, weak policy coordination, and the readiness of educational resources. This study concludes that regional language revitalization policies in Maluku remain partial and require strengthened regulations and more comprehensive policy integration to ensure the sustainable revitalization of regional languages.
